Chinese Company Inspection Records

When the row looks reassuringA Chinese company profile may contain 未发现问题, or “no issues found.” The line is useful only after you identify what the authority inspected. It may concern one annual-report field, a registered address, advertising, product quality in a defined sample, a licence item, or another task. It does not certify the company as a whole, confirm that a factory can make your product, or clear every future shipment.

When the row looks adverse发现问题，待后续调查处理 means the authority found something that required more work; it is not yet the same thing as a final administrative penalty. Read the company, authority, task, item, date and exact result together before deciding what the row means for your transaction.

Inspection scope

The expression 双随机、一公开 is often translated as “two random selections and one public disclosure.” The inspection subject and the inspectors are selected from their respective lists; the result is then made public. A State Council English policy briefing describes checklist-based inspection rather than an unlimited review of everything a business does.

Random selection does not make all tasks alike. The current State Administration for Market Regulation policy also uses credit-risk classification, complaints, monitoring and targeted supervision. Several departments can work together. A row may therefore come from a routine sample, a joint programme or a focused check.

The task name sets the boundary. Registration details, public disclosures, advertising, consumer rights, product quality and industry licences are different subjects. A result under one does not silently clear the others.

No visible row is not a clean history. The company may not have been selected for that task, another department may use a different portal, an older result may no longer be displayed, or the current search may be incomplete.

Authority and method

• Company identity. Match the full Chinese legal name and Unified Social Credit Code. A parent, branch or similarly named factory is not the same inspected entity.
• Task and item. Keep the year, programme, regulatory topic and exact item. “Annual-report disclosure” has a narrower reach than “product quality supervision.”
• Inspection date. Use the completion date for the finding. Keep the date on which you accessed the page as a separate fact.
• Implementing authority. Preserve the full department name. It identifies the rules applied and the place to look for a later notice.
• Disclosed method. Record an onsite visit, document review or online check only when the source establishes it.

“No issues found” is still useful. An address result can support the address conclusion for the inspected entity on that date. A disclosure result can support the fields reviewed. It becomes inaccurate only when “no issue in these items” is shortened to “the company has no problems.”

“Activity not found” is not a pass. The company may have been inactive in that area, may have stopped it, or may never have carried it out. The row alone does not choose among those explanations.

“Further action pending” is not a penalty. The SAMR guide says later investigation may clear the matter and update the result, or confirm a violation and lead to formal handling.

Keep the Chinese wording beside the English explanation. Similar-looking translations can hide a material difference between correction, investigation, non-cooperation and absence of the inspected activity.

• Address. Compare an unreachable result with the current registered address and any operating-abnormality decision. If the address changed, the company change history can show when the registered details moved; it does not establish where production actually takes place.
• Public disclosure. Match the exact annual-report year or immediate-publicity field. Check the named shareholder contribution, equity change, website, address or other item rather than collecting unrelated company data.
• Pending violation. Search the same authority and company for a later decision. The administrative-penalty Guide shows how to match the decision number, conduct, legal basis, date and current status.
• Industry matter. Environmental, food, medical, transport, customs, workplace-safety and special-equipment tasks may use specialist sources. The environmental-record Guide illustrates why a general company result cannot replace an industry permit or decision.

Sometimes no linked record can be found. Preserve the search date and say exactly that. The absence of a follow-up result does not prove that the first row was wrong, that the issue was resolved, or that an unpublished penalty must exist.

When the item matters to the transaction, ask the supplier for the inspection notice and any correction or closure material. Verify what the documents say before treating the matter as closed.

Supplier relevance

Use the row for the company fact it actually covers. It is not a replacement for a site visit, product test, licence check or shipment inspection.

Company screening

A dated inspection can support a specific registration, address or disclosure conclusion. Begin with the correct legal entity. Factory capability

A general inspection does not establish machines, people, tooling, capacity, subcontractors or process control for the buyer's order. Even an onsite inspection may have covered only a registration or disclosure item. The employee-count review shows why one public staffing figure is only a clue; use product-specific site evidence when manufacturing capability matters.

Product and shipment conformity

A result for one task, sample or date does not approve all products or a future batch. Keep product testing, certification, destination rules and pre-shipment inspection tied to the exact model, configuration, market and shipment.

For 未发现问题, keep the positive conclusion inside the inspected item and continue the checks required by the order. For a correction result, understand the issue and whether the current facts now align. For a pending matter, serious non-cooperation or an unreachable address that affects a material assumption, pause that assumption until a related record or credible explanation resolves it.
