Company Registration Authority in China
What the registration-authority field means, why Chinese office names and levels differ, when the field can change, and what buyers should not infer from it.
A Chinese company's registration authority, 登记机关, is the government office responsible for its registration record. The exact Chinese office name appears on a current company business licence and in registry data. It identifies the record custodian; it is not a licence category, operating address, or credibility grade.
Where the field appears
China's current Company Registration Management Measures list the registration authority among the required items on a company business licence, alongside the name, domicile, legal representative, registered capital, company type, business scope, establishment date, and USCC.
When comparing a paper licence, electronic licence, and registry profile, copy the authority as written. An English translation such as “Market Supervision Administration” is useful for reading, but it should not replace the source wording.
National rules, local record custody
The Market Entity Registration Regulation gives the State Administration for Market Regulation responsibility for the national registration framework. Local market-regulation departments at county level and above manage registration within their territories, while the competent local office acts as the registration authority for a particular subject.
SAMR's implementation rules allocate some subjects by type and level, allow provinces to set the remaining territorial jurisdiction, and permit specified work to move between upper and lower authorities. A provincial, municipal, district, or county-level authority can therefore be normal. The level alone does not make one company safer than another.
Why the office name can differ across documents
Older licences and archived records may show 工商行政管理局, often translated as an Administration for Industry and Commerce or AIC. Current records commonly use market-regulation terminology such as 市场监督管理局. A 2025 SAMR amendment decision formally replaced several legacy AIC references in department rules with current market-regulation wording.
Do not silently rewrite the historical name. Record both the office printed on the dated document and the current authority shown by the latest source. A difference can reflect institutional reorganization rather than a company identity problem.
When a registration authority may change
A change can follow a registered-address move across jurisdictions, migration of the registration file, a change in the subject's category, a local jurisdiction adjustment, or government-office reorganization. The company's stable USCC is the stronger continuity key. Compare the authority change with the dated address and registration-change history.

A precise field record
Save the full Chinese authority name; literal English translation; source document or registry; source date and query time; apparent province, city, district, or county; any earlier authority name; effective date of an authority or address change if shown; and the same company's Chinese legal name and USCC.
